you need to purchase the Internet Everywhere Offer, the offer includes a Welcome Pack (which contains the new USIM card and a detailed user manual) and a USB dongle
 
Then, simply activate your account:
1. insert your USIM card into its designated slot inside the dongle
2. make sure you have installed your dongle software on your computer as indicated in the Internet Everywhere quick start user guide (included in the dongle box)
3. activate the line by connecting to the internet.
